Description:

Providence is calling a Program Manager Financial Services OBHC (Full time/Day shift) to Providence Little Company Of Mary San Pedro Hospital in San Pedro, CA.

We are seeking a Program Manager Financial Services OBHC who will

be responsible for operational management of the financial services for the behavioral health program established by the California Department of Mental Health. Financial oversight includes the following:

  • Assist and coordinate the client (patient) financial screening required by the State of California Department of Mental Health

  • Employ the UMDAP (Uniform Method of Determining Ability to Pay) system to establish a reasonable, equitable, and uniform method to determine client (patient) liability

  • Provide timely communication to the staff and the client as it relates to client (patient) financial information

  • Provide program integrity audits to ensure DMH requirements are met on a monthly basis Oversite of program efficiencies and process

  • Apply PSJH Charity Policies and Procedures when clients are determined eligible

  • Adhere to compliance with regulations including charity care, community benefit as it relates to charity care, 501R, bankruptcy, probates and liens

  • Comply with Affordable Care Act regulations

  • Perform all duties in a manner that promotes the Providence St Joseph Health mission, values, and philosophy. In all aspects, the incumbent serves as a role model for the values and mission of the organization

In this position you will:

  • Oversee DMH requirements are met for the patient financial forms and retention for the behavioral health program

  • Assist and coordinate the client (patient) financial screening required by the State of California Department of Mental Health

  • Routinely performs program integrity audits for the client financial forms

  • Manage the daily operations for the client (patient) financial screening process & assists the Behavioral Health Intake Coordinator as needed

  • Ensure team members and stakeholders are trained timely and effectively with timely completion of required DMH forms and policies, understands PSJH Charity policy and Practices, and reviews A46 Medicaid Eligibility and Enrollment

  • Build and maintain a culture where team members are focused on both individual and team targets; where goals and key performance indicators are understood, monitored and results celebrated

  • Identify, resolve and escalate major issues and service failures that impede success

  • Manage the process and tools for employee communication and knowledge sharing within the team

  • Oversee resolution of integrity/compliance/privacy concerns within the DMH Behavioral Health process

  • Build and maintain good working relationships with various internal customers and departments; i.e, RC Ministry Liaisons, Case Management/Utilization Management, Social Services, Access Services, Mission Integration, Patient Relations/Patient Safety/Quality Management, Billing, Denials, Contracting, Cash Posting, etc

  • Manage Memo of Understanding (MOU) with Health Benefit Exchange County Lead Organizations and Health Care Authority and ensure compliance with requirements outlined in the MOU (requirements vary by State)

Qualifications:

Required qualifications for this position include:

  • Bachelor's Degree Or equivalent educ/experience

  • Minimum of seven (7) years’ overall experience

  • Minimum of five (5) years’ experience managing a team

  • Minimum of two (2) years’ experience in a multi-hospital and/or integrated healthcare system

  • 3 years experience in financial counseling or financial assistance

  • Demonstrated analytical skills

  • Demonstrated customer service skills

  • Ability to inspire and develop staff

  • Builds and manages effective teams

  • Effective leadership skills

  • Proven knowledge of a range of collection techniques such as skip-tracing, how to best utilize consumer credit reports to determine ability to pay, and how to better negotiate payment of accounts

  • Proven working knowledge of the Fair Credit Reporting Act (FCRA) and knowledge of how to read and interpret a consumer credit report

  • Proven understanding of the statute of limitations as it applies to the collection of medical debt

  • Proven knowledge of Affordable Care Act and Qualified Health Plan eligibility guidelines and enrollment criteria.

  • Proven knowledge of compliant cash handling processes

  • Demonstrated knowledge of HIPAA rules and regulations

  • Proven good knowledge of the Fair Debt Collections Practices Act and credit and collection laws

  • Proven ability to build and maintain high functioning teams that focus on the customer experience

  • Proven effective leadership skills

  • A track record in organizing and planning with demonstrated ability to effectively manage time and achieve results in a fast paced environment.

  • Proven ability to work collaboratively in a team environment in a positive and professional manner

  • Demonstrated excellent verbal, written and interpersonal communication skills

  • Proven ability to provide professional service under pressure in a calm manner

  • Demonstrated ability to assess situations, and consider alternatives and implement appropriate course of action

  • Track record in taking decisive action to implement new processes, solutions or changes

  • Proven PC Proficiency in MS Windows and Office applications

  • Ensuring the delivery of high-quality services across all of Providence Health & Services, while managing the transition to the ORC model

  • Actively managing employee engagement and morale during a period of profound organizational change

  • Ability to manage remotely and travel as needed

  • Ensuring timely and appropriate communications to employees, patients and stakeholders about change

  • Defining and implementing common business practices across all regions

  • Helping to build and sustain the culture of ORC as part of the leadership team
